A leak has caused Hooper Bay’s sewer lagoon to spill out onto the surrounding land. The lagoon is completely empty now, according to an email that Hooper Bay city administrator Sandra Tall-Lake sent on Friday afternoon to the Alaska Municipal League. In that email, she said the city was planning to declare a state of emergency.
